There are currently three provinces in Hurliherzistan. The capital province, New Switzerland; and two other provinces. Each province elects a Senator to the Senate of Hurliherzistan. The Senator from the capital is called the Primary Senator, who has the power to break ties. If the Primary Senator abstains and there is a tie, they must cast a tie breaking vote.
