Bills
A bill is a draft of a proposed law. It is for laws, unlike its amendment counterpart. Bills are also known as laws, if passed.
Amendments
An amendment is a change or addition to the Constitution. Instead of being for laws, it is for more important things, such as things that conflict with the Constitution.
